At the referendum on the Neighbourhood Plan that took place on 23 November 2023, 117 of the votes cast were in favour of the Neighbourhood Plan being made part of the Development Plan for Milton Keynes and 60 were against. The turnout was 34.5%. The Declaration of the Results
Following the successful referendum, the Emberton Neighbourhood Plan is now in force as part of the statutory development plan for the area covered by Emberton parish and will be used when making decisions on planning applications in this area.

Referendum Information
A Referendum relating to the adoption of the Emberton Neighbourhood Plan will be held on Thursday, 23 November 2023
The question which will be asked in the Referendum is:
'Do you want Milton Keynes City Council to use the Neighbourhood Plan for Emberton to help it decide planning applications in the neighbourhood area?'
The Referendum area is identified on the map within the Information Statement which is available below. This is the same as the designated Neighbourhood Plan area for Emberton.
Residential Referendum
A person is entitled to vote in the Residential Referendum if, on 23 November 2023:
- he or she is entitled to vote in a local government election in the referendum area and
- his or her qualifying address for the election is in the Referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.
Referendum expenses
The referendum expenses limit that will apply to this Referendum is £2392.98.
The referendum will be conducted in accordance with procedures which are similar to those used at local government elections.
Specified documents
A number of "specified documents" have to be published for the Referendum. These provide information about the Emberton Neighbourhood Plan and the planning system in general.

Following the receipt of the Examiner's report on the Emberton Neighbourhood Plan, Milton Keynes City Council has considered and accepted all of the Examiner's recommendations.

Following the publicity period on the submitted Emberton Neighbourhood Plan, Milton Keynes City Council has appointed Louise Brooke-Smith to conduct an examination of the Neighbourhood Plan. The examiner’s main role is to ensure that the neighbourhood plan meets the basic conditions.

Emberton Parish Council resubmitted the Emberton Neighbourhood Plan to Milton Keynes City Council on 27 April 2023. The Consultation Statement and Assessment of Potential Housing Sites has been corrected to reference the issues and concerns raised by Francis Jackson Homes Ltd.
In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes City Council is now publicising the submitted Neighbourhood Plan and its accompanying documents for six weeks from Tuesday 9 May 2023 to 5pm on Tuesday 20 June 2023.
The Publicity Summary Statement provides more information about the plan and the consultation arrangements.

During the publicity period it was brought to the Council's attention that the Consultation Statement is missing references to submissions made by Francis Jackson Homes Ltd submitted to the Emberton Parish Council in 2022. Therefore the documents submitted to the Local Planning Authority do not comply with regulation 15(2) of the 2012 Regulations in that the Consultation Statement could not be said to summarise the main issues and concerns raised by those parties who were consulted in relation to the draft Neighbourhood Plan.
Therefore, in order to comply with paragraph 6 of Schedule 4B to the 1990 Act the Council has notified Emberton Parish Council that regulation 15 of the 2012 Regulations has not be complied with and as such the Local Planning Authority declines to send the submissions to examination. Milton Keynes has invited Emberton Parish Council to correct the Consultation Statement before considering any fresh submission.

Pre-submission Consultation
Emberton Parish Council undertook pre-submission (Regulation 14) consultation on their draft Neighbourhood Plan during May and June 2022.
Neighbourhood Plan Area
Following a Neighbourhood Planning Officer decision on 21 July 2016, the area put forward by Emberton Parish Council in its Neighbourhood Plan Area Application has now been approved as a Neighbourhood Plan Area.
To comply with regulation 7 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes Council is publicising the following details:
- The name of the Neighbourhood Area: Emberton Neighbourhood Area
- The name of the relevant body who applied for designation: Emberton Parish Council
