Referendum Information, 3 May 2018
A Referendum relating to the adoption of the Stony Stratford Neighbourhood Plan will be held on Thursday 3 May 2018.
The question which will be asked in the Referendum is:
'Do you want Milton Keynes Council to use the Neighbourhood Plan for Stony Stratford to help it decide planning applications in the neighbourhood area?'
The Referendum area is identified on the map within the Information Statement which is available below. This is the same as the designated Neighbourhood Plan area for Stony Stratford.
Residential Referendum
A person is entitled to vote in the Residential Referendum if, on 3 May 2018:
- he or she is entitled to vote in a local government election in the referendum area and
- his or her qualifying address for the election is in the Referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.
Referendum expenses
The Referendum expenses limit that will apply to this Referendum is £2,712,70.
The Referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

A number of "specified documents" have to be published for the Referendum. These provide information about the Stony Stratford Neighbourhood Plan and the planning system in general.

- a summary of the responses received to the further consultation on additional changes to the Plan.
- the Officer Decision to proceed to referendum following the further consultation.
- a statement by Milton Keynes Council that the Stony Stratford Neighbourhood Plan meets the Basic Conditions and complies with the relevant legislation.

Further Consultation on proposed additional changes to the Stony Stratford Neighbourhood Plan, November 2017- January 2018
Following an independent examination, Milton Keynes Council has considered the report of the examiner on the Stony Stratford Neighbourhood Plan. Milton Keynes Council proposes to accept all of the Examiner’s recommendations but considers that some additional changes to site specific policies are required in order to clarify the plan’s expectations and proposals for these sites.
Under section 13 (1) of Schedule 4B of the Town and Country Planning Act 1990, Milton Keynes Council will therefore carry out a 7 week consultation on the proposed changes. Under the regulations, a further examination on these specific changes might then follow if Milton Keynes Council considers that it would be appropriate to do so.
Individuals and organisations who have either made comments on the submitted Stony Stratford Neighbourhood Plan or who have been previously consulted on the draft Plan are being notified of the Council’s proposed decision.

Consultation period
The consultation on the proposed additional changes to the Stony Stratford Neighbourhood Plan is available for comments for 7 weeks from 29 November 2017 to 5pm on Wednesday 17 January 2018.

Any comments on the additional changes to the Stony Stratford Neighbourhood Plan must be received by the Development Plans Team at the following address before 5pm on 17 January 2018.

Submission and Publicity stage - June to August 2016
Following a delegated decision on 23 June, Milton Keynes Council agreed to publish the plan for a period of consultation. The Stony Stratford Neighbourhood Plan will therefore be available for comment for six weeks between Wednesday 29 June and Wednesday 10 August.
The Neighbourhood Plan has been screened to see whether it will require the preparation of a Strategic Environmental Assessment (SEA) to consider any significant environmental effects. The conclusion of the screening opinion is that an SEA is not required.
In June 2016 Stony Stratford Town Council submitted the Stony Stratford Neighbourhood Plan to Milton Keynes Council in accordance with Regulation 15 of the Neighbourhood Plans (General) Regulations 2012.
Approval of Neighbourhood Area - 22 January 2013
Following a Delegated Decision on the 22 January 2013, the area put forward by Stony Stratford Town Council in their Neighbourhood Plan Area Application has now been approved as a Neighbourhood Plan Area.
To comply with regulation 7 of the Neighbourhood Planning (General) Regulations 2012 Milton Keynes Council is publicising the following details:
- the name of the Neighbourhood Area: Stony Stratford Neighbourhood Area.
- the name of the relevant body who applied for the designation: Stony Stratford Town Council
- a map of the designated area can be viewed at Stony Stratford Neighbourhood Area Map (PDF, 1.2MB)
