At the referendum on the Neighbourhood Plan that took place on 20 July 2023, 249 of the votes cast were in favour of the Neighbourhood Plan being made part of the Development Plan for Milton Keynes and 33 were against. The turnout was 43.78%. The Declaration of the Results
Following the successful referendum, the Haversham-cum-Little Linford Neighbourhood Plan is now in force as part of the statutory development plan for the area covered by Haversham-cum-Little Linford parish and will be used when making decisions on planning applications in this area.

Referendum Information
A Referendum relating to the adoption of the Haversham-cum-Little Linford Neighbourhood Plan will be held on Thursday, 20 July 2023
The question which will be asked in the Referendum is:
'Do you want Milton Keynes City Council to use the Neighbourhood Plan for Haversham-cum-Little Linford to help it decide planning applications in the neighbourhood area?'
The Referendum area is identified on the map within the Information Statement which is available below. This is the same as the designated Neighbourhood Plan area for Haversham-cum-Little Linford.
Residential Referendum
A person is entitled to vote in the Residential Referendum if, on 20 July 2023:
- he or she is entitled to vote in a local government election in the referendum area and
- his or her qualifying address for the election is in the Referendum area. A person’s qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.
Referendum expenses
The referendum expenses limit that will apply to this Referendum is £2399.88.
The referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

A number of "specified documents" have to be published for the Referendum. These provide information about the Haversham-cum-Little Linford Neighbourhood Plan and the planning system in general.

Following the publicity period on the submitted Haversham-cum-Little Linford Neighbourhood Plan, Milton Keynes City Council has appointed Andrew Matheson to conduct an examination of the Neighbourhood Plan. The examiner’s main role is to ensure that the neighbourhood plan meets the basic conditions.

Haversham-cum-Little Linford Parish Council submitted the Haversham-cum-Little Linford Neighbourhood Plan to Milton Keynes City Council on 24 October 2022.
In accordance with Regulation 16 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes City Council is now publicising the submitted Neighbourhood Plan and its accompanying documents for eight weeks from Friday 18 November 2022 to 5pm on Friday 13 January 2023.
The Publicity Summary Statement provides more information about the plan and the consultation arrangements.

Following the publicity period, an independent examiner will be appointed to consider the neighbourhood plan and any comments received during the consultation. The examiner will decide if the plan and its policies meet the basic conditions that all neighbourhood plans must comply with and whether the plan should proceed to a local referendum.

Approval
Following a Neighbourhood Planning Officer decision on 8 February 2017, the area put forward by Haversham-cum-Little Linford Parish Council in their Neighbourhood Plan Area Application has now been approved as a Neighbourhood Plan Area.
To comply with regulation 7 of the Neighbourhood Planning (General) Regulations 2012, Milton Keynes Council is publicising the following details:
• the name of the Neighbourhood Area: Haversham-cum-Little Linford Neighbourhood Area
• the name of the relevant body who applied for the designation: Haversham-cum-Little Linford Parish Council

Submission and Consultation
In January 2017, Haversham-cum-Little Linford Parish Council applied to Milton Keynes Council, in accordance with the Neighbourhood Planning (General) Regulations 2012, to designate a Haversham-cum-Little Linford Neighbourhood Plan Area.

Haversham-cum-Little Linford Neighbourhood Plan Area Application
In accordance with Regulation 6 of the Neighbourhood Planning (General) Regulations 2012, as amended by Regulation 2 of the Neighbourhood Planning (General) (Amendment) Regulations 2015, Milton Keynes Council consulted residents and other interested stakeholders on this application. The Consultation ran for a 4 week period from 9 January to 6 February 2017. A copy of the consultation statement can be viewed at the link below.

This was not a consultation on the Neighbourhood Plan itself, but merely the identification of the area for which the parish council wished to prepare a neighbourhood development plan.
