Operation Intercept is an intelligence-led approach to disrupt offenders of abuse and exploitation, making best use of civil powers to provide long-term protection for vulnerable people in Milton Keynes.
Milton Keynes City Council actively pursues and disrupts anti-social abuse and exploitation across our housing stock.
Operation Intercept was introduced in Spring 2023 following local intelligence of an organised group targeting elderly and vulnerable residents. We disrupt and deter offenders which may include us obtaining court orders to protect the victims and prevent further anti-social behaviour.
The behaviours identified have ranged from serious harassment to the use and threatened use of violence, with the group exerting their control over victims and their homes. The offenders seem to have one thing in common – to make financial gain. Offenders have accessed bank accounts, used mobile phones belonging to the victims, taken out shark loans and other credit fraudulently, and engaged victims into drug or alcohol use to reduce their inhibitions and awareness of what is happening to them.
Since Operation Intercept was launched, our ASB Team has:
- Obtained 9 ASB Injunctions against members of the group, resulting in several breaches and custodial sentences being given to offenders.
- Removed 1 offender from the entirety of Milton Keynes by obtaining an ASB Injunction which excluded him from re-entering the city for 5 years.
- Worked with Thames Valley Police to secure a premises closure order against a key member of the group, bringing immediate disruption to the network.
- Implemented safeguarding measures to ensure long-term safety for victims.
