Milton Keynes Council has made the following experimental traffic regulation Order under Sections 9 and 10 of the Road Traffic Regulation Act 1984:

THE COUNCIL OF THE BOROUGH OF MILTON KEYNES (VARIOUS ROADS, MILTON KEYNES) (PEDESTRIAN ZONES) EXPERIMENTAL ORDER 2022 (No.2)

The general effect of the experimental Order will be to introduce the following restrictions outside Loughton Primary School and Loughton Manor School: -

  • To introduce a prohibition of motor vehicles restriction on part of Bradwell Road outside Loughton Primary School between the hours of 8:15am and 8:55am and between the hours of 2:45pm and 3:30pm, Monday to Friday.
  • To extend the existing no loading/unloading restriction on the north-east side of Paynes Drive, between its junction with the western access to Loughton Manor School car park and its junction with Linceslade Grove;
  • To extend the existing no loading/unloading restrictions on both sides of Linceslade Grove to beyond the eastern access to Loughton Manor School car park;
  • To introduce a new no loading/unloading restriction on the southern side of the Loughton Manor School car park at the informal pedestrian crossing point;
  • To introduce no loading/unloading restrictions at the junction of Paynes Drive, Ashpole Furlong and Bradwell Road;
  • To introduce no loading/unloading restrictions at the junction of Bradwell Road, London Road and Shenley Road;
  • To introduce no loading/unloading restrictions at the junction of Paynes Drive and Olde Bell Lane;
  • To introduce no loading/unloading restrictions at the junction of Ashpole Furlong and Gurneys Close;
  • To introduce no loading/unloading restrictions at the junction of Ashpole Furlong and Homeward Court;
  • To introduce no waiting between the hours of 8:15am and 8:55am and between the hours of 2:45pm and 3:30pm, Monday to Friday on Paynes Drive outside house numbers 2, 4, 6 and 8 Paynes Drive and on parts of Tresham Court;
  • To introduce two disabled persons’ parking spaces on Paynes Drive outside Loughton Primary School;
  • To introduce two disabled persons’ parking space in the Loughton Manor School car park.

The prohibition of motor vehicles restriction will apply to all motor vehicles.  However, access and loading will be permitted for local residents, deliveries, essential services and emergency services during the restricted times. 

The Council will monitor the trial during the experimental period to understand the benefits and challenges of the Pedestrian Zone.  

Aims of School Streets:

  • To reduce the traffic and parking pressures outside schools during drop off and pick up times; 
  • To discourage car journeys to school and encourage walking and cycling; 
  • To create a safer environment for pedestrians and cyclists outside schools during drop off and pick up times;
  • To improve air quality and create a more pleasant environment for everyone. 

The experimental restrictions will be introduced under Sections 9 and 10(2) of the Road Traffic Regulation Act 1984, allowing Highway Authority to implement measures to ‘facilitate’ the passage on the road and to ‘avoid danger to persons or other traffic using the road or any other road or for preventing the likelihood of any such danger arising’.

The Council has a duty under section 122 of the Road Traffic Regulation Act 1984 when making TROs to consider the expeditious, convenient and safe movement of traffic and other traffic.

The Council considers it expedient to introduce the right turn restrictions:

  • to facilitate the expeditious, convenient and safe movement of traffic outside Loughton Primary School and Loughton Manor School;
  • for avoiding danger or for preventing the likelihood of any such danger arising to persons using those parts of Bradwell Road, Paynes Drive, Ashpole Furlong, London Road, Shenley Road, Linceslade Grove, Gurneys Close, Homeward Court and Trisham Court in Loughton.

The Council will install traffic signs for the above experimental restrictions, in accordance with the Traffic Signs Regulations & General Directions 2016.

The Experimental Order will come into effect on 13 June 2022 for a period of 18-months.

The Council will be considering in due course whether the provisions of the Experimental Order should be continued in force indefinitely.  Any person wishing to object to the making of the Experimental Order for the purpose of such indefinite continuation should put their objection in writing stating the title of the relevant Order, and the grounds on which the objection is made, and sent to the Council’s Traffic Regulation Order Team at TROteam@milton-keynes.gov.uk quoting reference ETRO-022, to be received within a period of 6 months beginning with the day on which the Experimental Order comes into operation.

The closing date for this consultation is 13 December 2022.
