Milton Keynes City Council as the Local Highway Authority proposes to establish two controlled (toucan) crossings on B4043 Buckingham Road between Standing Way and Windmill Hill Drive, under section 23(1) of the Road Traffic Regulation Act 1984 (the Act):

The proposed toucan crossings come as a result of the section 278 agreement to provide two safe crossing links for pedestrians and cyclists along Buckingham Road. 

A section 278 agreement (or s278) is a section of the Highways Act 1980 that allows developers to enter into a legal agreement with the council (in our capacity as the Highway Authority) to make permanent alterations or improvements to a public highway, as part of a planning approval.

The Council is now carrying out statutory consultation on the proposed crossings. Any comments or objections to the above proposal, together with the grounds upon which they are made, must be made in writing and sent to the Council’s Traffic Regulation Order Team at Milton Keynes Council, Civic Offices, 1 Saxon Gate East, Central Milton Keynes MK9 3EJ, or by email to TROteam@milton-keynes.gov.uk quoting reference NOT-050.
